How do I get SD to score this as a mult?

Many non regular dxers would not know anyway that this was not France, do the WW ajudicating committee automatically re-score logs for situations like this?

Has there been anything published by REF about these TO prefixes, seems a very confusing issue at present, eg would TO3 always hence be Reunion?

If not we are in trouble with the TO prefix being aired from all areas of the world.
