[SD-User] Minor bugs in SD 14_06

Hello !
  It seems that in my copy of SD 14.06 the template for Penn QP, DX side, is missing, even if it is present in template.zip; the PENN.MLT file, in my copy, is wrong because the "=" between county code and county name are missing.
