Bill,
The organizers' web site says for the United States:
i) each club will nominate 10 candidates for US team captains - 5
candidates has (sic) to live in the "East" part of US (call areas W1,2,3,4,
8 and 9) and 5 candidates has to live in the "West" part of US (call areas
W5, 7, 0, KH6 and KL7)
ii) the organizer will rank these ("one point per nomination") candidates
and selects 5 team captains from "East" and 5 team captains from "West"
iii) each team captain will select a team mate (any US citizen allowed)
and these will form 10 teams
So it appears to me that clubs do not pick 2 people from each call area but
5 from what they call the "East" and 5 from what they call the "West." In
addition, my interpretation is that clubs are not required to select one
from each call area. In other words the SECC or any other of the clubs
named COULD select all five "East" competitors from the 4 call area, or the
3 call area, etc., not that we would do that.

Am I reading it incorrectly?
Your point regarding looking beyond the SECC is a good one. Everyone
should note also from the site that the most recent WRTC champs N5TJ and
K1TO are automatically in the 2002 event.
