[SECC] club limit

Methinks the rules are set, meaning the boundary limits
are fixed for contest clubs. Apparently this is not a good
thing for SECC as some good contestors are on the fringe.
Stretch it as you may, I am also on the fringe.  I would
like to think I am also a good contestor.
