No. 3830 is just a claimed score reflector. It has no official use.

However, there's no real way for club members to tell if someone has 
submitted a score. 3830 isn't reliable either, for someone could post a 
claimed score there, then forget to submit a log. (I've been guilty 
before -- but only for really minimal contest efforts)
