[SECC] GQP Date

It seems there is a lot of interest in 2nd week of April for a GQP move, at
least from those responding on the topic.
I want to put my vote there also, as it is a good choice having a good fit
to other contesting, and a great time of year for mobiling.

At this point I think there is a consensus for the April date change, and
after a bit of time for more input, we should act.
If there are any other voices on the topic, please chime in now.

I do not favor county line operations.  My first rover run was in the 2001
AL QP.  I believe line sitting is counterproductive.  My action plan was to
drive across a county making contacts, and then park on the "far" side just
short of a new county to work out my time allotted, then on my drive
schedule, drive into and across the next county and again parking short of a
county change.  And repeat.  Since AQP is a short time contest, the drive
schedule is very important to a rover.  GPS and Street Atlas kept the lines
clear where there were no county line signs.  In my run, the parking was
done in a safe, convenient place leaving a good margin to be sure I was in
the right county.  The confusion and mechanics of line sitting would have
not worked as well.  We were able to continuously make contacts with this
method.

I am glad to see that the Writelog module worked.  When I bailed out of
doing the score for GQP last year, one of my last actions was to get the
request in for Writelog.  When he said it was OK, it got me off the hook to
modify my own rover software to make a GQP logger.  (Thankfully)
