[SECC] county line QSOs in Georgia QSO Party

I had a problem with this two years ago in the CQ 160 CW as KH6DX mobile
operated from the border of South Dakota and North Dakota.  I let stations
choose which state to count.
It does cause a problem (hopefully he won't operate from 4 corners).   This
is a staple of county hunting but causes a problem with contest checking.

Maybe someone should contact the County Hunters who have at least two
contests per year (SSB and CW) designed for working counties.  They must
have worked out a way to
log and score county line QSOs.
