They do, they simply log the station twice, once for each country.
Since eash occurs
at the same time, the QSL card will note just one QSO, with something
like
C/L Monroe/Madison

I really don't understand this thread about county lines. Certainly,
never endanger yourself, and since bridges are generally built over
water, the "wet" line rule is in effect which says you move from one
side of the bridge to the other. I think a big point has been missed
in that our main customers are county hunters.
