[SECC] Addendum to Practice Sprint Rules

See the additional message below from N6ZFO.  Disappointing to me.  I'll 
be less likely to stay up so late for a 20-minute contest in the summer 
with QRN so high and most of the activity on the west coast.  But, I may 
be there tonight to see.  73, John, K4BAI.
