First for Gary. "Legal" as used in the context of my original message
is defined as a proper use of "Robert's Rules of Order" within any
organization.

For example, suppose a vote is being taken for an office and there are
2 candidates.
Someone calls "the question" which means they ask for a vote on the 2
candidates  without further discussion. If the "call" passes, the vote
for the candidates must then proceed without delay, except:

If any individual then stands, and "calls for a point of personal
privilege", it MUST be recognized at that time. And any subject,
including the discussion of the candidates is allowed, without regard
of the vote to call the question. A "call for personal privilege" is
NOT subject to a vote and must be accepted by the presiding officer.

Now for Jeff:

Switching the circle is perfectly legal as it is defined in our
Constitution and By Laws as an article.

And personally, I am getting a little sick and tired of this
nitpicking. If you don't like the provisions, ask for a vote to delete
them.
