[SECC] GQP rules

At this time, our awards recognize only by power, not by mode. If we
change to CW, SSB, and Mixed, I would think that a single mode op would
never win a Mixed award. If no one entered Mixed, the award for Mixed
would not be given. Now, the award goes to the one who has the highest
score in that power class regardless of mode. It is harder to win
single mode because twice as many mults are possible when one operates
mixed mode.

I do not oppose single mode and mixed awards. This just means a slight
complication to the logchecking and reporting procedure and more awards.
Witness the comments from W4BQF and others, it may well mean more
participation by those who cannot or do not want to use both modes. It
will probably mean that the mobiles will more often be CW only than they
have in the past. The mults/per mode have caused me and others to work
phone when we might not have done so otherwise.

73,

John, K4BAI.
