[SECC] GQP suggestion

It'd be nice if out of state & DX could send one SASE and get all the
counties they worked in the GQP.  There's enough of us in clubs like
SEDXC that we could bring/swap cards out.  Maybe list postage vs card
count on the GQP site.  Any thoughts???
