[SECC] no code license

Great idea,  wonderful plan.  However I think youv'e been down under too
long.
Stateside acting like good hams with a give away license?   I have my
doubts.

But your right,  something needs to be done.  My experience has been most
new
licensees don't want to be bothered with learning the traditions of HR. 
And could
care less about listening  to an OT.  VK is likely different.
