[SECC] SECC Picnic

Preliminary Notice:

Based on interest that's been expressed over the past few years and
specifically at the last in-person meeting, there will be an SECC picnic
this Fall.  The likely date is the last Saturday in September, but this
is somewhat flexible.

Rick, NQ4I, has graciously agreed to be our host.  We will be inviting
the FCG and TCG folks as well, although it is uncertain what
participation we might expect from them based on the distances involved.

More data as its available - I hope to see y'all there!
