[SECC] GQP rule changes to be posted soon

Mike.... Please No !!!!!!   Nothing is broken with GQP. We had record activity last year. 

 You need to just focus on getting more in-state fixed activity. There would be no way any out of state station would work ever come close to working all the GA counties on every band. Plus you are giving those with a propagation advantage to GA a way to inflate their score. Any west coast activity we have would go away. One change I would like to see is to count each DXCC country (only once) as a multiplier instead of not counting them at all (like we do now)
