[SECC] Announcement: NCCC SNS and NS Tonight

With NAQP and NAS CW both approaching, it's a good time to jump into 
Week 3 of the current NCCC Sprint Ladder Competition, NSL XII.

As always, 0230-0300 on 15m (new this ladder) 20, 40, 80 and 160, 100 
watts max.  Great band-switching practice for upcoming NAQP.

The slower speed "SNS" is half an hour earlier on 20, 40 and 80 m. with 
a speed limit in the mid-20wpm.
