[SECC] Band Conditions during NAQP CW

Well, there's a difference between 5w and 100w. . . And perhaps station
expectations do come into play. I've been off the air for 20+ yrs so the
current conditions is my "normal". I guess when the bands are full of
signals and I have no problem running at a rate of 50-60qph I consider it
to be decent :)
