Thanks, Dave, for that letter regarding the Yemen operation.  It sure looks like one hand doesn't know what the other is doing in Yemen.  This German group and the Japanese one (Zorro, I think) suffered a similar problem.  One faction of the government says yes and then some other (presumeably higher up), says NO.  It sure looks like the ARRL opened a bag of worms by approving the P5.  Which further is complicated by their not accepting CW or RTTY contacts.  It would surely be interesting to understand what is going on in Newington!

If it weren't for the fact that North Korea actually gave documentation to OH2BH, it would seem that their decision was similar to the way they handled Turkey years ago.  At that time, no one could get a TA license, but apparently no one cared if you operated.  So the League accepted TA cards and the hams made up their own callsigns.  Dave, correct me if I am not right about that.

The German fellow made the same assumption that many folks do.  The DXAC has NO authority, it merely advises the Awards Committee which is made up of ARRL Headquarters folks.
