There are two other ways for the call to be reissued within the two 
year and one day window.  One is to a close relative of the holder, 
the second is to a previous holder of the call or close relative of 
a previous holder.  

The only (legal) way for an unrelated party to receive the call is to 
wait for two years and one day and apply through the normal vanity 
process.  However, unless a licensee passes and nobody notifies the 
Commission of the change in status, it is unlikely that any unrelated 
person will be able to file an uncontested application for any W/K 2x1 
ever again.   

If there are more than one application for a specific vanity call filed 
on the first day of eligibility (e.g. 2 years and one day after the 
death of a license holder or cancellation of the license), Commission
rules now call for a lottery of all applicants filed on the first day.

Unfortunately, ARRL will not allow an individual to claim DXCC credit 
for contacts made from a club station (club license) for which he is
