[SEDXC] Montenegro declares independence

CNN carried a news release saturday that Montenegro had declared their
independence.  Hopefully ARRL will make a DXCC decision early next week.

Choices:   delete the old combined country and add two new ones...Serbia and
Montenegro.  Or Add Montenegro and retain what is left as the continuation
of Yugoslavia/Serbia.

YT6A says he is open for business as Montenegro and several in Serbia are
hoping they will be a new one too.   Eventually there will be a new prefix
for Montenegro.
