In this case the legal framework states that Serbia is the 
legal successor (surviving entity) to Yugoslavia.  For each 
of the former Yugoslav Republics, the separating republic 
became a new entity ... I expect Montenegro will be added 
to the DXCC list and Serbia will count for Yugoslavia.
