Two groups will likely put up a fuss.

1.    Canadians who like having band segments to themselves with the DX.  ON
40 Canadians have 7050 to 7100 for SSB.  They have 3700 (maybe 3650 now) to
3750.   Sure helps them score big in CQ WW and WPX.

2.    Some of the DX countries who like the status quo of having bands where
they say they won't be swarmed by USA SSB.   They anything but 3600 to 3750.

Don't think its hit home yet with either group.
