[SEDXC] Bylaws comments 1st Class Mail Notification

Al. As you and the Board consider this, and since Article VII "Amendments
to this Constitution and Bylaws" only specifies that the First Class mail
notification be ". . . of the pending action . . ." without further
specificity, Mike's proposed most eloquent statement about "the pending
action" might very well be interpreted as sufficient.
It's a bit more difficult to provide an interpretation of the "First Class
mail" requirement as anything other than actual First Class mail. At the
very least, this "snail mail" requirement could be properly changed at the
next meeting to reflect the electronic age. 73 -- Don N4HH
