After reading NU0P's posting I contacted Dave Sumner, K1ZZ, for an  
explanation.  Here is what I received  back.

Hi  Lew,

Just got home and found your voicemail. Sorry not to call back  --  it's
late back here and I'm dragging a bit.

I don't know  what's been posted, but here's an explanation. In a
nutshell, the alternative  we went to the FCC to talk about was to  make
practically no change at  all below 28 MHz, except to add some  protection
for narrowband CW/RTTY  operators against wideband digital  modes. What
some people seem to be  missing is that there's no change  at all to
97.305(a), which authorizes  CW everywhere (except, for the  moment, on the
five 60-meter channels).  They're raising alarm bells  about things that
have been in the rules  for years. From some of the  rhetoric, it's as if
they just tuned in to  "War of the Worlds" and  don't realize it's fiction.
