South America has changed a lot.  You still get many QSLs from CE, LU, and 
PY via the buro and even an HK every one and awhile.  that EA7 is a great 
bet
and if the station has a USA QSL manager all the better.

Seems like Europe is still the best via the buro and if you work the OH 
contest Dxpeditions they usually come via the buro wothout asking.

Since the Soviet Union broke up the Russian cards have really dried up.  My 
last group was club stations in Russia itself or SWL's.  An SWL must get a 
certain number of QSLs back to get a license
that is the reason.  I try to send the SWLs a card as they remember you 
later in contests.

Hopefully most will start using LoTW as the cost of QSling has really gome 
thru the roof even via the buro!

I have over 110K QSls but most (99%) are 1990 and before.  Remember those 
full envelopes from the buro.  I have 11K QSos since 1990 and maybe 800 
QSls.  And I asked for 300 of those.
