The reflector is run mainly by software hosted by Contesting.Com.  There are 
a number of reasons that an individual's message gets rejected..  Four of 
the main ones are

1.    Sending the message from an address other than the one they registered 
with.
2.    Using an alias address even though they registered it.  ie 
K4PI at ARRL.net
        may let you receive mail but not send it.
3.    Using format other than "plain text".  It will not accept HTML
4.    Exceeding 50K of data.

I am sure there are others.  Often just resending it a second time it will 
get allowed through.  If anyone has a problem with rejections and think 
their message should have gone through email me directly and I will see if I 
can find the problem.  We are guest of Contesting.Com and we follow the 
rules they have in place.
