Foreign Postage Rates has been updated. Before sending $2 or $3 to someone for 
return postage, you may want to check here first. While most hams are honest, 
there's some out there who falsely claim what is required to return your card. 
Giving in to these people only worsens the problem. (Feed a monster and...) With 
the state of the economy, some of us need to save every way we can.

In 
recent months, the exchange rate for the USD has improved against most foreign 
currencies. Some countries that once couldn't return a card for $1, not 
can.

In some cases, mint stamps or IRCs could be cheaper than sending 
green stamps.
