[SEDXC] Band edges

I notice that too many stations try to crowd the band edges.  I listened to 
a KP4 work on 7125 working Europe and VE's.  This could net one an official 
notice of violation from the FCC.

Most crowding of band edges occurs on SSB but be careful on CW.  Whole pile 
ups have occurred on 14000 and 7000.  I have heard stations working on 
18.111 and 24.987 in the past.  In the last e skip openings on 10 there was 
4O3A working up 5 when operating on 28495.  Any techs that call him
are out of band.
