[SEDXC] One GQP award plaque sponsorship still not spoken for

We have one plaque sponsor needed for the GQP.  The plaque is for CW 
DX Low Power.

The plaque goes to the highest score from a DX station running low 
power CW (duh!)

First one to respond with a promise of $20 to sponsor it gets the honor.
