ADIF 1.0 has been abandoned for some time.  The current version
is ADIF 2.2.5 <http://www.adif.org/adif225.htm> although there
are discussions ongoing about the next update.

If you are looking for the specific "Country Codes" for the PJ
mess, those are assigned by the DXCC Desk at ARRL.  NC1L has
only said "by the end of the year."
