I'm pretty sure this used to be free but that was changed sometime in the not-so-distance past to help with the Georgia budget crisis.
It was a topic of discussion back in June of 2010, here is the thread that may help explain this better.

I had to pay the $35 in Effingham County (nr Savannah). Has the ARRL, SECC or SEDXC communicated with the Governor regarding this issue? We all spend a lot of $$ to provide the state with free emergency communications!!! Bruce AA4Z In a message dated 9/16/2011 11:53:11 A.M. It is clearly listed as a charge on the renewal form. So just how does one avoid this charge? Does the approach vary by county? Anyone been able to avoid the charge in Fulton County? Please share your experiences. Thanks. 73 Bill N4NX _______________________________________________ SECC mailing list SECC at contesting.com http://lists.contesting.com/mailman/listinfo/secc _______________________________________________ SEDXC mailing list SEDXC at contesting.com http://lists.contesting.com/mailman/listinfo/sedxc
