[SEDXC] Funny band conditions this morning

Worked a couple of VR2 on 17 M LP and BD7 on 15 LP this morning around 1300 
with several UN stations SP.  XV4Y came through on 10 M around 1800 but not 
strong.  The flux is starting to cook with it at 147 today.  Should make for 
some nice conditions this evening.  If would only keep going up but think it 
will fall down again for a month or so as it have been doing this year in it 
27 day rhythm.  I did not see the blackout here you saw day.

I saw a lot of DX showing on DX summit this morning so I went up and found
Europe calling EP3SMH.  He came up after a few minites to 5/5 and I was the
only one calling when he asked for NA.

I went to 28440 and heard VK9CZ weakly with the beam on EP so I turned it to
direct short path and he was S7.  I got him second call with 90 watts.

Just after I worked the VK9 something happened to the band (1420Z) and
almost all signals went out except for a few EU calling VK9.  Even the local
on 28425 calling CQ 10 10 was down to S2.   I went to 12 and the only DX I
heard was an F5.  Slowly the band came back in on 10 and I noticed several
W4 listing VK9CZ but nothing here.  The strongest signal on the band was a
JY4 at 10 over 9 about 28460. I saw a N1 saying the VK9 was S9 in new
England and easy.  Still zip here.  He was 589 on 21 CW at 1510Z.

SF and spots rairly high but A and K 3 and 2.  20 was great last night with
Russia and EK7AD booming in.

Selective blackout or what??
