Mike K4PI sent out the method I used --see below.
I printed out a copy of the USPS document that Mike references. I took the copy with me along with my IRCs divided into ( 2 ) groups ( Non-USA & USA ) I included a summary of what I had and what the Post Office owed me.
The USA IRCs have a stamp value of $2.09 each ( 1 cent less than the purchase price of the original IRC ). The foreign IRCs have a stamp value of $1.10 ( the current cost of a global stamp ). I asked for the total value to be paid in as many global stamps as possible and any carry over to be given to me in misc loose stamps. ( IRCs can ONLY be redeemed for stamps--not cash ).
NOW HERE IS THE IMPORTANT PART--I think! I placed all of the IRCs, my summary and the copy of the postal regulations in an envelope along with my name, address and telephone number and said please call me when you have completed your work and I will come back and pick up the stamps. This procedure takes some time so be courteous and don't expect them to do this while you wait ( especially with the holiday rush ).
In my case they called me the day after I left them the package. I was given everything I specified in my summary.
I went to the Sandy Springs main post office adjacent to Kroger's.

Time to redeem any old of the older IRC that expire Dec 2013, blue in color with a picture of the world on the left.. USPS does not sell IRC’s anymore but they have to redeem them for at least an air mail stamp if they were bought outside the USA. If they were bought in the USA you can get more. See the references below for that info. Most QSL managers will not accept them anymore even though they are still redeemable. A newer style was implemented earlier in 2013. I printed out a sheet from the USPS about them and carried with me to show the post office as they don’t see these much and most of their employees do not know what an IRC is. Under USPS site, 380 Supplemental Services, section 381.2a and b is what you need that spells out what the post office must do. All of mine were from outside the USA so I got airmail stamps.
