I participated in thos OQRS survey. I use the service when I can.

 Obviously, processing a large number of Bureau cards can run into  significant expensesnif you are a QSL manager.. You will note that OQRS policy will prohibit  charging for Bureau cards, which may reduce the number of major DXpeditions  which will offer the Bureau option....or not
