Everything I have ever been involved with, I always had lowest frequency or 
maximum capacitance at full CCW. So all Ameritron tuners always had maximum 
C at zero, or full CCW. I also never told people to tune on receive, or to 
set capacitors at half way, because that usually reduces power rating. 
Sometimes that reduces power rating significantly.

MFJ used to have minimum capacitance at zero, or full CCW.

As I looked at tuners and rewrote manuals, I moved them away from minimum C 
at full CCW, and got rid of the silly instructions to tune based on a half 
capacitance setting and rotating the inductor for maximum noise.

All tuners now, AFAIK, are on the same standard of maximum C at full CCW and 
the instructions to set at half C and peak the inductor should be pretty 
much purged, although sometimes things have a tendency to backslide as they 
hire new manual writers.
