Call the PSC.  They will tell you they can’t do anything but will pass the problem on to the “Office of the President”  whom I found very responsive and solved my problem pretty much immediately.  Alternatively, google “office of the president of at&t”  and get an email address.  I sent an email copy of a nasty-gram on behalf of a neighbor and the problem was solved before the paper letter had arrived.
