[Skimmertalk] [RBN-OPS] Attention RBN Skimmer Ops

I'll have to defer to W3OA for details on exactly how the Aggregator
syncs the host computer's time, but it is precisely the issue of network
transit times that we're trying to get a handle on, so we really need
good timestamps from as many Aggregators as we can. During CQWWCW we saw
a wide variety of delays, including a lot that were negative numbers.
Rather than assume a hole in the space-time continuum, we concluded that
some computer clocks were off, and decided it would be worthwhile to
incorporate NTP sync in the Aggregator rather than impose on a bunch of
RBN Skimmer ops, of varying degrees of computer savvy, a requirement to
install separate time sync.

Dick, anything I've missed?

ARC V6 or VE7CC DX cluster node.
