Aggregator does not adjust the computer clock.

Aggregator gets an NTP time value, normally about once every five 
minutes, and compares it to the computer's time.  This produces a time 
difference correction which is used when determining the time stamp for 
spots Aggregator sends to the RBN server.

The RBN server also sends Aggregator a time value.  If Aggregator fails 
to get an NTP time Aggregator will use the server's time in place of NTP 
time.
