[Skimmertalk] telnet command set for CW skim server via aggregator

When I TELNET to the Aggregator's TELNET port, SH/DX works fine.  It has to
be a different port number than the TELNET port provided by CW Skimmer,
e.g., don't use 7300 if that is where Skimmer is posting.

You set up the TELNET PORT for Aggregator on the *Connections* tab, at the
bottom, and must select "Send spots to local user".
