[Skimmertalk] can't find SkimSrv.ini

It's possible an anti-virus program is restricting write access for
anything installed in C:\Program Files (x86)\ under a non-administrator
account.

I never had to mark SkimSrv with "Run as Administrator," but I always
install and run while logged in under a Windows Administrator ID.  Maybe
that's why it's not working for you in the default directory?

Try pasting the following into the address bar of File Explorer.  Anything
there?  That's the directory that Windows uses to "protect" you if a
program (like Skimmer Server) tries to save a file in its default
installation directory.
