[Skimmertalk] [RBN-OPS] URGENT for RBN Nodes - Making Sure You Spot WRTC Competitors

For the record, both the versions of Patt3ch.lst on the RBN server - one
uploaded yesterday around 1800Z and the other uploaded this morning -
will do the primary job of the update, which was to make sure that the
WRTC competitors would be spotted as frequently as other stations using
more ordinary prefixes.  At Bob's suggestion, we uploaded the second
version to slightly narrow the criteria for their being spotted (only
Y8#@ rather than any Y##@), but decided not to further break it down.

Bob argues that criteria need to be narrowed still further to avoid
busts.  It's not that this won't work, but we think it is marginally
useful, and that the confusion factor among node-ops would outweigh any
benefit. After all, both VE7CC and AR Cluster V6 (with the CT1BOH
skimbusted filter) reject one-character busts with pretty good
precision. Moreover, our server guys are both traveling to WRTC today,
so their availability is very limited for additional upload duties.

We believe it is better to go with a solution that works than to push
for a slightly better one with less than 21 hours to go.
