I'm building the 1340 and I noticed the exact same thing using the
same freq counter. The signal is just too weak to register. Don't 
worry about it. I went ahead and completed the next section and it
works just fine. Now I'm having trouble with the I.F section. 
C50 was shorted causing 12vdc to be applied to the xtal Y1. Replacing
c50 took care of that problem but I can't get any 11mhz signal to
pass through the filter. 

These little rigs are fun to build but not for beginners. I'll keep
you posted on my findings and final results as I progress.
