I think that 13.5 (or 13.8) is the standard DC voltage for
nominally 12 vdc systems for the reason that it is very easy
to do good regulation that way.  Virtually all "12 vdc" power
supplies run 13.8 vdc nominally.

I suspect that it is a historical artifact also, that 13.8 vdc
is about the right charging voltage for auto 12 vdc systems.
