There's a problem of capacitance to ground from line and neutral that it
draws enough current to trip a GFI working with the old Johnson type
line filters and if the radio isn't grounded it tickles the fingers of
the user. So there's some limitations by UL these days on the total C to
chassis from line and neutral. But I like to see more for RF reduction.
A .01 capacitor with hand leads will resonate at a surprising low
frequency, probably about 10 mhz...

Since there is that limit on current to ground through individual
capacitors its most effective to also have a larger capacitor line to
neutral for the normal mode voltages.
