The OMNI V does not use a heater on the main oscillator crystal.  It just
sits there on its own.  

Most of the OMNI V's I have seen are remarkably stable, maybe you should
just replace the crystal.  Call Ten Tec and ask them what the nominal
specs are for OMNI V drift, if yours is out, try replacement (probably not
expensive?)
