Bob,
  My Omni VI+ goes down to 1 watt on my external meter (a pretty decent one 
by Welz, with a 20 watt full scale deflection on one setting).  At the same 
time the internal meter on the VI+ barely deflects (it's below the "1" 
reading on the SWR scale right above the power scale).
