GM Rick,
20 watts is all you should expect, but if 8-9 is unacceptable,
you could adjust the driver bias pot slightly clockwise.
This instruction is on the Ten Tec sheet for the class C
modification to the C/22 Model 579 final amp. Can you
tell if yours has the mod?  The mod requires removal
of L5 to the left of the T3 transformer, near the back of
the PA board and the Q7/Q8 transistors.  L5 is a small
light-green object with brown, green, and black markings.
The mod also requires addition of a 10 ohm 1/2 watt
resistor from the top of T3 to ground. The mod sheet
notes that if output on 80m is low, adjust the driver
bias pot (NOT the final bias pot!) slightly clockwise.
The driver bias pot is located near T3.  The final bias
pot is closer to the front of the board, next to the ALC
adjust pot.

I'm in the process of reorganizing the shack - an ongoing project - and I
finally have the Century 22 back on the air.  It works well except on 80
metres.  The ALC bias is adjusted to give approximately 20 to 22 watts
output on all bands before the LED lights.  This is the case on all bands
except 80 metres.

On 80 meters the maximum output varies from 8 or 9 watts near 3500 kHz to
about 20 watts near 4000 kHz?  Even with the drive up full the ALC LED never
comes close to being on?

The rig is relatively new to me and perhaps this is just the nature of the
beast?
