Doc,
Look inside any power supply you are concerned about.  If it is a linear
supply, across the output capacitor, (large value capacitor), you should
find circuit traces leading to an SCR type device, with a zener diode
perhaps, and such components that form the shut down, "crowbar" type
circuit.
Look up on the web via google, "crowbar circuit" for samples.
