Mike,

There is an offset line into that PTO, for band
changes and it affects the PTO output by a few
kilohertz. The potentiometer that adjusts the
amount of correction should be checked, they
get old and that can cause the symptoms you suggest.

In addition, the PTO may also be ready for a rebuild
which is reasonably simple and inexpensive to do at
home.
