[TenTec] Initial comments about ORION II

Changing bandwidth from 200 Hz to 100 Hz should change the power bandwidth 
by 3 dB.  A signal centered and totally contained within the bandwidth 
should not change in level thus yielding a S/N improvement of 3 dB.
10LOG(200/100) =3.0
